ICLAC Graduate Student to present at the 2025 IPSA World Congress

Luciano Quispe, ICLAC Millennium Nucleus thesis student and UC Political Science Doctorate student, had an outstanding participation in the International Political Science Congress of the International Political Science Association (IPSA) 2025. The event, held in Seoul, South Korea, brought together more than 3,000 researchers from around the world under the theme "Resisting Autocratization in Polarized Societies", exploring current challenges facing democracies in the face of polarization and authoritarian regression.

In this context, Quispe presented his paper "A demand-side model of offshore autocratic assistance: the case of China and Russia and the autocratic consolidation in Venezuela". In his work, developed together with Diego Telias, ICLAC researcher / ORT University of Uruguay, and Stefano Palestini from the University of Trento, they propose a model to understand how authoritarian leaders strategically seek support from global powers like China and Russia to stay in power, even amid internal and external crises. The research delves into the Venezuelan case, illustrating how international backing becomes a vital resource for the survival of autocratic governments.

The presentation was made at a table focused on the crisis of democracy and the consolidation of authoritarianism, and commented on by Dr. Julia Leininger, researcher at the German Institute of Development and Sustainability (IDOS).
