Associate Professor at the Institute of International Studies of the University of Chile. He holds a Bachelor's degree in Political Science and Law, as well as an M.A. and a Ph.D. in Political Science from Paris 1 Panthéon-Sorbonne University.
His research focuses on China-Latin America relations, environmental governance, and comparative public law. In addition, Professor Serrano is a practicing attorney with the Madrid Bar Association (Ilustre Colegio de Abogados de Madrid) and serves as the coordinator of the Master's in International Development and Cooperation at the University of Chile.
