Navigating in the Global South: The ASEAN-Chile Development Partnership and Its Strategic Opportunities

Resumen: This study examines the ASEAN-Chile Development Partnership, established in 2019 with the aim of promoting economic, social and political development between Southeast Asia and Chile. This partnership represents a shift in Chile’s approach, which had until then been oriented towards trade-focused initiatives of countries in the Global North. The ASEAN Partnership, by contrast, is driven by a coalition of developing countries advocating cooperation through a Global South lens. Using qualitative research methods, including interviews with Chilean academics, officials and former diplomats, this study analyzes the ASEAN-Chile Development Partnership to assess its implementation, challenges, and strategic opportunities for Chile within the broader context of Global South cooperation and great power competition. The Partnership not only has implications for bilateral cooperation between ASEAN and Chile but has also begun to function as a tool for diversification and navigation in an increasingly complex world of great power tensions. This research contributes to a deeper understanding of the ASEAN-Chile Partnership for Development and suggests new questions for research on South-South Cooperation.
